The overall objective is to strengthen the institutional capacity of EGYPTERA on implementing the regulatory framework necessary to create the bases for transparency and nondiscriminatory market operation and assist in the development and implementation of international best practices of regulations in the energy sector consistent with development of internal electricity market.

The project will address ways of strengthening EGYPTERA's capacity in policy design and implementation and harmonizing energy legislation with the Acquis communautaire, in pricing and incentive regulation required to implement electricity market reform.

Qualifications and skills

• An advanced university degree, preferably in engineering, finance /accounting, economics or law
• Fluency in written and spoken English
• Well developed management skills strong leadership, excellent communication and reporting skills ability to lead team in multi- culture environment and mediation skills
• Demonstrated analytic skills 
• Excellent in transition economies
• Knowledge of Arabic would be an advantage

 General professional experience

• Minimum 15 years of professional experience, with at least 5 years in electricity regulation, either in regulatory commission or in consultancy providing services to regulators.
• Experience of building capacity inter alia providing on the job training and designing and implementing formal training
• Relevant professional experience in all fields covered by the project scope would be highly desirable
• Direct experience of managing (leading a team of professional experts ) complex technical assistance projects (at least 5 years)
• Experience of working with various levels of government in transition economies and in multi donor environments

   Specific professional experience

• Knowledge of EU Directives and regulation pertaining to electricity
• At least 5 years of expertise  in electricity market design and market monitoring

The team leader will be responsible for managing the whole consultant team, for advising the EGYPTERA at the latter’s request, and for managing and overseeing the specific tasks. The required time input of team leader is minimum 160 person days.

Financial and Procurement Expert – Technical Assistance to the ‘protection of human rights and civil society’ and ‘support to political development and good governance’ programmes in Egypt.

IDC is looking for an experienced Financial and Procurement Expert for an upcoming EC funded project in Egypt. The project’s purpose is to assist the PMU in the monitoring of human rights and political support programmes’ activities and support the implementation of the programme action grant activity to CSOs. This will include providing technical support to the programmes’ beneficiaries, ensuring the continuous monitoring of grant contracts signed under the programme framework, providing ongoing technical assistance for the PMU to increase participation in the human rights sector and to create a common vision of the programme by defining and implementing a visibility strategy.

The programme’s duration is 37 months and commences in October/November 2010.

The Finance and Procurement Expert would be responsible for supporting the PMU in its financial and contractual arrangement of the €1.2m project and would have 500 days of inputs on the project.

The Financial and Procurement Expert should have the following profile:

Qualifications and Skills

• Advanced University degree in public administration, economics, finance, accounting or discipline relevant to the assignment;
• Knowledge and understanding of civil society, human rights and democratization;
• Strong analytical, appraisal and planning skills;
• Fully computer literate (MS Office applications including Excel, Outlook, internet)
